Insights Survey (SEIS)
Overview
The Socio-Economic Insights Survey (SEIS) is a multi-sectoral assessment designed to understand and address the needs of refugees within the framework of the Regional Refugee Response Plan (RRP). Coordinated by UNHCR, the survey is conducted in collaboration with the Centre for Comparative Migration Studies (CSCM), Romania’s General Inspectorate for Immigration, and the National Institute of Statistics.
Until 2024, the SEIS focused on Temporary Protection holders from Ukraine. From 2025 onwards, however, its scope has widened to include beneficiaries of international protection, a much smaller and historically under-documented demographic in Romania. The result is a comprehensive dataset covering both populations side by side.
How the data is built
Interviewers work from a stratified random sample of households, drawn county by county, so findings hold up at national and regional level rather than only as a national average. Each interview runs roughly an hour and is structured around ten sectors:
- demographics,
- protection (including child protection and GBV),
- accommodation,
- education,
- health,
- livelihoods and inclusion,
- accountability to affected populations,
- mental health and psychosocial support,
- protection from sexual exploitation and abuse,
- and economic capacity and food security.
Population coverage
➤ Refugees from Ukraine holding Temporary Protection in Romania.
➤ Beneficiaries of international protection — holders of refugee status or subsidiary protection.
Both caseloads are analysed using an age, gender and diversity lens, with particular attention paid to women, children, older people, and persons with disabilities. Disability status is captured using the six-question Washington Group Short Set.
Results are weighted at national level to correct for stratification effects, meaning that results are indicative rather than fully representative, but consistent enough to track change year on year.
